It would be a signficant public service for the networks to release the original video footage of the complete Watergate hearings to the public domain. It's worth noting that this would have to be a cooperative effort between the three networks involved - ABC, CBS, and NBC. During the whole summer that the hearings played out, the three networks took turns each day broadcasting the hearings.

I've not heard how much footage of the hearings exists in the networks's archives. It may be that they didn't save video recordings of all the hearings that were broadcast and perhaps only saved copies of segments they would use on news programs or for reference. The footage would have been recorded on 2" videotapes, which were extremely expensive.

A project at Vanderbilt apparently did record all of the hearings on lower quality format. The Television News Archives was set up in the late 60s to record the news broadcasts and special events of the three major networks for reference by scholars and historians.

In 2006, they received a two-year grant from the NEH to digitize their collection of news specials, including the Watergate hearings. The project also linked transcripts of the hearings with specific digital files.
